   STUDENT POLICE CADET ( SPC )                                           


                      Student Police Cadet ( SPC ) is a voluntary student organization which has its goal on the moulding up of a vigilant, peaceful and development oriented society by inculcating sense of responsibility, social commitment and the readiness for selfless service in young minds.
                      Both the government and the parents of students have equal responsibility to give children education which is purposeful and of high quality, and through it developing their capacity for action, which can be harnessed for social development.  Revolutionary strides are being made in the fields of scientific knowledge.  As a result, technical knowledge is expanding rapidly.  This, in turn, has augmented the possibilities and social relevance of education. The student community of Kerala in general is of high quality and these changes have electrified this youthful brigade.  All the same, theoretical knowledge alone may not enable students to grow up in to citizens possessing social awareness.  This is especially true in the present context, where market culture, which is based on selfish motives, is enslaving society in general and the youth in particular.  So a conscious and vigorous effort is essential if along with acquisition of knowledge though the curriculum students are to evolve in to adults possessing civic awareness, social commitment and the readiness to serve.
                   SPC aims at shaping a community which is conscious of its rights and duties, capable of acting against social evils, and respecting the rule of law and possessing democratic awareness.  This novel curricular scheme is being implemented jointly by the departments of education and home in the state of Kerala.  This will be a model evolved by Kerala in maintaining law and order and internal security.

                            Six Idukki schools to take part in SPC scheme


          Six schools in Idukki will be part of 132 select schools in the State which will take part in the Student Police Cadet (SPC) scheme being introduced this academic year. The SPC scheme is aimed at crime reduction, personality development and creation of traffic awareness among the youth. This extra curricular project is being introduced with the co-operation of departments of Education, Home, Excise, Forest and the Motor Vehicles. Explaining the scheme, Superintendent of Police George Varghese told The Hindu on Monday that there is a plan to extend the scheme to more schools.


         “It will help in personality development and create a sense of commitment among the young generation,” he said. Of the six schools, two belong to the area where the Janamaithri police scheme has been functioning successfully. In Thodupuzha and Kattappana where jagratha samithies were formed as part of the Janamaithri police scheme, there has been considerable reduction in the crime rate, he said. The selected teachers have been given training, he said.
             Road safety clubs will also be formed to make educational institutions accident-free zones, he said. According to V.U. Kuriakose, Deputy Superintendent of Police, Crime Detachment Department, who is the nodal officer for the scheme, the six schools where the SPC scheme is being implemented are; St.Jerom's Higher Secondary School (HSS), Vellayamkudy near here, Government HSS, Kallar, near Nedumkandam, Government HSS, Amaravathy, near Kumily, St. George HSS, Muthalakodam, near Thodupuzha and Sree Narayana Dharma Paripalan Vocational Higher Secondary School and High School, Adimaly.

                           Origin of SPC Project

The farsighted SPC project had its genesis in janakeeyam 2006, a community policing workshop at Kochi, organized by Kochi POLICE and the NSS unit of Vocational Higher Secondary School, Ernakulam in October 2006. The event, inaugurated by Hon. Home Minister of Kerala Sri Kodiyeri Balakrishnan on October 21st 2006, enabled over 400 school students to interact freely with police personnel on issues of interest to the students themselves.
            Students who participated in this workshop expressed a wish to have a permanent and productive link to the police. As a result, the SPC project was conceptualized and launched on an experimental basis in two schools in ernakulam Rural District, which was later extended to include another school in Alappuzha District. Based on the results and feedback from these schools, the Government of Kerala gave its approval to the expansion of the SPC programme to other schools in the state in early 2010.
The Student Police Cadet  in Kerala is launchined by Shri.V.S Achuthanandan, Hon'ble Chief Minister of Kerala, on 2nd Augest 2010 at Kozhikode.

                                                                      Overview of SPC
               Student Police Cadet Project is an activity which has to be run with great efficiency and watchful spirit.  Constant attention and monitoring must be made for its success. It is so,  a set of working committees and advisory boards are to be formed. 
Objectives



1.     Moulding a society which is law abiding
2.     Inculcating the values of civic sense, a sense of equality, a secular outlook, and the spirit of      enquiry, the power of observation, leadership qualities and the love of adventure among students.
3.     Fostering students in social commitment, the readiness of service and love of fellow members of society.
4.     Equipping students to react against social evils like terrorism, separatism, communalism and drug addiction.
5.     Enabling students to work along with the police in ensuring internal security eradicating crimes, maintaining law and order, traffic control and social service.
6.     Bring up SPC an independent action force like any other voluntary organization such as NCC, NSS etc.
7.     Promoting among students love of nature and awareness regarding the protection of environment and the readiness to be active in managing disasters.
8.     Promoting among students the readiness to be helpful and active in times of  calamity and in solving social problems.
9.     Moulding a model student community that upholds high values in character and conduct.
10. Shaping a young community which strives selflessly for the all-round progress of the society as a whole.
     Responsibilities and Activities

      1.      Participate effectively in sports events, drills, parades, camps, study classes and tourprograms  organized    for Student Police Cadet.
 2.      Conduct law literacy programs for peers in collaboration with various governmental and   non-          governmental organizations.
 3.      Present short plays, mono acts, essay writing competition, film show and organise the public     against narcotic drugs and terrorism.
 4.      Keep an eye on instances of indiscipline in and outside the classrooms and bring them to the notice of the class teachers and principals.
 5.      Be devotees of patriotism and earnest aspirants of the development of the nation.
 6.      Celebrate National Festivals, salute national symbols and feel proud of the growth and prosperity of the country.
 7.      Frame a network of young generation to stay united with the police force to eradicate offensive acts and retain law and order.
 8.     Popularize phone numbers of such services as crime stopper, police helpline etc among students. Prompt family members and friends to handover relevant information to the police for resisting crimes.
 9.      Put in efforts to bring the police and the public closer.
10.    Conduct visits at police station, court and prison to understand the procedures and prepare activity report.
11.    Arrange classes for polishing personality skills and leadership qualities.

   The student police cadet Idukki district had conducted 5 days summer vacation camp for SPC cadets in Idukki District. All the six schools in Idukki District has participated in the camp,235 Cadets ,their CPOs ,ACPOs Drill instructors etc were participated in the camp. The camp was in the famous tourist destination Vagamon and it was in Labour India International School .It was a grand success as it has been visited by many VIPs like Ernakulam Range IGP ,Idukki District Police Chief ,Student police cadet State Asst. Nodal Officer, Idukki District Collector

SPC cadets Republic Day Parade At Govt VHSS Vazhathoppe Idukki, SPC Cadets Devikulam Sub jail Visit on 19-02-2011



                       The 62nd Republic day Parade at Vazhathoppe Govt.HSS




 

The 62nd Republic day of India was celebrated with various programmes all Over India. In Idukki district the main programme was the RD Parade and flag hosting ceremony    in Govt. HSS vazhathoppe. In vazhathoppe various Parade teams from different schools, forces and organizations were participating and it is a privilege for them to get a chance in RD Parade at vazhathoppe.

                       

It was the first RD Parade for the SPC Cadets . 10 cadets from 6 Schools in Idukki district were participated for the RD Parade
       

  


The chief guest for the flag host was Mr. Binoy Viswam, Hon. Forest Minister of Kerala and the Parade Commander was Mr. E R Sasidharan, Reserve Inspector of Armed Reserve Idukki. Mr Binoy Viswam accept Salute from all the Parade teams.


           

For SPC cadets it was their first RD Parade and the SPC’s Boys platoon was leaded by Shiyas Ismail, Govt. HSS Amaravathy and girls platoon by Badhariya K S, Govt.HSS Kallar. They got trophies and sweets for the Parade from Mr. Binoy Viswam in presence of Mr. Ashok Kumar Sinha IAS, district Collector, Mr. George Varghese IPS, Superintendant  of Police Idukki, Mrs. Nishadini IPS, ASP Thodupuzha, Mr. V U Kuriakose, District Nodal Officer Idukki etc.

            









       SPC Cadets  Devikulam Sub jail Visit  on 19-02-2011 





                                       Student Police Cadets of  SNDP VHSS Adimaly has visited the Devikulam  Sub-Jail on 19-02-2011.The Jail visit was conducted based on the syllabus of the SPC cadets, and  was conducted as per the directions of  Mr. VU Kuriakose District Nodal officer  Idukki .The team include 43 SPC cadets from SNDP VHSS Adimaly, Mr. Vinu.K ,CPO Adimaly VHSS ,Mr. Hashim ,Drill Instructor Adimaly ,Staffs from district Nodal Office Idukki etc. It was a pleasure trip for the cadets as it was the first time they were visiting a Jail. It was like a study tour as they learned a lot from there. They reached Devikulam at 11.00 am and Mr. B. Suresh, Jail Superintendent and Staffs were there to welcoming the cadets.

                                                           Initially Mr. B Suresh, Jail Superintendent Sub jail, gave a brief introduction, in it he explained the history, purpose etc of the Sub-jail. Then they visited different blocks there and Mr. AG.Raju, head Warden Devikulam took classes for them and the cadets asked many doubts about convict’s treatment, their food, day to day running of the Jail etc. and he cleared their doubts. There were 25 convicts in the sub jail at the time of visit. The cadets had their lunch at sub-jail and they returned from jail with lots of knowledge.


















Munnar SPC Cadets COURT and SUB-JAIL Visit

Student Police Cadets of Govt. VHSE Munnar has visited  Devikulam Court on 28-02-2011.It was the first time they were visiting a court. They reached there at 10.30 am on police department vehicle. The court time was from 11.00 am onwards and the students got enough time to understand the structural set up and functioning of the court .the court visit was based on the directions of Mr.VU Kuriakose ,District nodal officer SPC Idukki. And Miss. Manjula, ACPO Govt. VHSE Munnar, Mr. Satheesan, Mr. George, drill instructors Munnar, and staffs from district nodal office Idukki were also with the cadets to guide them.

The SPC Cadets and team reached the Devikulam Sub Jail at 11.00 am and the staffs and Jail warden gave a warm welcome for the cadets .Head Jail Warden gave an introduction to the cadets about the sub jail . then they visite3d different blocks and cleared many doubts. The cadets had tea and snacks at sub jail and they met the convicts and in the closing ceremony Mr. B Suresh, Jail Superintendent Sub jail gave wishes to cadets for success in their future life.
